Creative Funding Options for Jacksonville Stadium Renovations

I read the news that Jacksonville Mayor Donna Deegan is exploring ways to pay for the $2 billion Stadium of the Future renovations, which would be shared between the City of Jacksonville and the Jacksonville Jaguars. The mayor's office, led by Mike Weinstein, is considering using money from the Police and Fire Pension Fund and General Employee Pension Fund, which currently have a combined total of $5 billion in assets. The city would pay back the pension fund and the interest they target, keeping the money local since it owns the pension funds. City Council President Ron Salem has expressed concerns about dipping into the pension funds and needs to understand the cost difference between bonding and using the pension funds.
